Executive Group

Stephen Sedgwick, APS Commissioner

The Executive Group provides strategic leadership and direction for the organisation.

Corporate Group – Patrick Palmer

The group underpins the operations of the Commission providing assurance and governance on human capital management and workforce development; budget and financial management; property services; records management; ministerial and parliamentary services; information and communications technology and project management.  It also has an independent role in supporting the Secretaries Board, APS 200 and a whole of reform reporting role.

Ethics – Karin Fisher

The group advances and advises on ethics and integrity in the APS, the APS Values and Code of Conduct encouraging open, transparent and effective agency decision–making and supporting the review and inquiry functions of both the Commissioner and the Merit Protection Commissioner.  The group provides an Ethics Advisory Service for the whole of the APS and is currently working on a project to revise the APS Values.

Human Capital Research and Evaluation – David Schmidtchen

The group leads human Captital planning initiatives across the APS with dedicated responsibility for labour market analysis, human capital benchmarking, and analysis and management of organisational capability reviews.  The Group oversees the annual State of the Service Report development of the Human Capital Priority Plan and is scoping work on a Citizen Survey.  The group has a significant research responsibility and a critical role in leading proactive responses to APS human capital research and evaluation priorities.

Client Engagement – Damian West

The group leads the Commission’s client engagement strategies and is responsible for defining and managing client requirements.  The group manages the Commission’s presence outside of Canberra and along with the Commission’s leadership group has a pivotal role in establishing relationships across the APS. The group is responsible for the Commission’s international activities mainly focussed on building capability in the Asia–Pacific.  It has a key role in implementing strategies to change and improve recruitment, performance management, induction and mobility processes and practices.

Workforce Participation – Clare Page

The group is responsible for leading APS workforce participation strategies to meet the needs of the APS and broader Government workforce participation objectives.  The group develops policies and practices relating to under-represented segments of the community and engages with agencies to ensure service-wide frameworks are implemented.  The group has specific responsibility for the APS Employment and Capability Strategy for Aboriginal and/or Torres Strait Islander Employees and manages the Commission’s commitments to the previous Government’s National Mental Health and Disability Employment Strategy.

APSC Products and Services – Liz Quinn

The group specialises in the delivery of leadership, learning and development products and services to the wider APS for ‘core’ learning areas identified by the Strategic Centre for Leadership, Learning and Development and ‘non–core’ or agency specific learning areas. 

Workplace Relations – Helen Bull

The group is responsible for Australian Government employment workplace relations policy, including equal employment opportunity and administration of the framework for agreement making and remuneration and conditions.   The group provides advice on the legislative and policy framework that applies to APS employment.  The group also contains the Secretariat to Defence Force Remuneration Tribunal.

Employment Policy – Owen Livermore

The group has responsibility for managing the SES cap and is conducting a review of the size, capability and work level standards for each level of the SES before any new net growth occurs.  The group is also responsible for examining existing APS classification arrangements; work level standards and the development of a contemporary capability framework.

Strategic Centre for Leadership, Learning & Development – Jane Gunn

The group will establish a Leadership Development Centre responsible for developing an Annual Learning and Development Strategy in consultation with an advisory board, based on the Human Capital Priority Plan.  The Centre will centrally procure and broker learning and development programs.  It has a key role in developing models and guidelines for APS wide and agency specific talent management. Through the Centre it will develop APS high potential employees, with an initial focus on the SES.
