Integrated Leadership System

The Australian Public Service Commissioner, Mr Andrew Podger, launched the Integrated

Leadership System (ILS), an innovative approach to developing leadership in the Australian Public Service (APS) on 16th July 2004 before an audience of over 400 APS and private sector guests.

The ILS is a leading-edge system based on APS-values (see model below) that articulates the desired leadership capabilities for agencies and individual APS employees at executive and senior executive level across the whole APS. It provides guidance to agencies and individual employees to ensure an appropriate mix of leadership, management and technical skills. It also provides agencies with the flexibility to incorporate their own unique leadership programs and adapt it to their business requirements, while building on valuable APS-wide initiatives of recent years.

The System contains several elements including support tools for agency Human Resource practitioners and individuals for career and workforce planning. A major component is the Leadership Pathway, which describes the behaviours of leaders through the executive and senior executive levels of the Service.

Also addressing the audience at the Canberra launch were Dr Peter Shergold, Secretary of the Department of the Prime Minister and Cabinet, Ms Jane Halton, Secretary of the Department of Health and Ageing, and Ms Anne Simic, Head of People for Qantas Airlines. They were impressed with the System’s ability to assist with the development and retention of APS staff, and to provide a method of leadership development consistent across agencies.

The Commission will work collaboratively with agencies to assist in the implementation of the ILS across the APS.
