Output 1: APS policy and employment services

Output 1 is drawn from the following elements of the Public Service Commissioner’s statutory role, listed in Section 41 of the PS Act, to:

  • develop, promote, review and evaluate APS employment policies and practices
  • provide advice and assistance on public service matters to agencies on request.

Activities undertaken by the Commission which support Output 1 include:

  • providing advice and support to Government on APS policy
  • providing advice to Agency Heads on APS policy and legislation, and supporting the Management Advisory Committee (MAC)
  • managing Commission responsibilities for SES engagements, promotions and terminations
  • managing Commission responsibilities in international matters
  • producing the Public Service Gazette
  • providing other employment-related services
  • providing other support services to the Commissioner e.g. speeches, research and analysis.

A detailed description of activities undertaken within each component is set out below along with tables indicating our performance against indicators published in the Commission’s Agency Budget Statement.

Significant achievements for the Commission in 2003—04 were:

  • a major contribution to the MAC Report 4– Connecting Government
  • in partnership with AusAID, substantially increased support for Papua New Guinea and an initial conference of Pacific nations Public Service Commissioners
  • establishment of the Sir John Bunting Chair of Public Administration at ANU under the auspices of ANZSOG, and the initial development of a research network into relevant public administration issues across Australian universities
  • effective support for changes to the structure of the administration of ATSIS and NOIE
  • finalisation of mobility arrangements with the Parliamentary Service
  • participation in a meeting of UK, Canadian, NZ and Australian cabinet secretaries and public service commissioners.

The Commission maintained its good record in efficiently discharging its responsibilities for SES appointments and other employment-related services. Good progress was also made on the Foundations project, addressing the various legislative underpinnings of the Australian Public Service. In addition, there was a substantially higher than expected demand for Commission briefings and speeches presented to international delegations visiting Australia (577 visits compared to an expected 423) and at international public sector conferences.

The total price for Output for 2003—04 was $7.214m.
