Output 1: APS policy and employment services

Output 1.3: Research, analysis and evaluation

This component includes research and speechwriting services for the Commissioner and Deputy Commissioner. Last year, ten speeches were drafted for the Commissioner and three for the Deputy Commissioner. These speeches were delivered in a variety of forums to diverse audiences from Australia and overseas.

Topics included Capacity building and Workforce planning; Public Sector Managerial Trends in Australia, Canada, USA, UK and NZ; Innovation with Integrity: public sector Leadership Imperatives to 2020; Connecting Government, and Understanding the Role of Government Marketing in Policy Delivery.

The Commissioner presented a keynote address to a United National Conference in Mexico City in November 2003. The address was part of the Fifth Global Forum on Reinventing Government, Innovation and Quality in the Government of the 21st Century. The Commissioner spoke about the Australian experience of improving civil service capability, and its relevance to both developing and developed countries.

Support for presentations by the Commissioner and Deputy Commissioner is also provided by each of the other Groups from resources under the other Outputs. These presentations are critical to the Commission’s engagement with agencies, and with external stakeholders. They also provide an important means for the Commission to play a representational role for the APS, and to test its research and development work against international practice and academic study. During 2003—04 the Commissioner and Deputy Commissioner made a total of 102 presentations, including 12 major speeches, 21 presentations to individual agencies and 69 presentations to multi-agency forums.

Price for Output 1

The total price for Output 1 was $7.214m. This is lower than the estimated price of $8.301m published in the Additional Estimates in February 2004.
