Output 3: Organisational performance, promotion and support

Output 3 is drawn from the Public Service Commissioner’s statutory role, listed in section 41 of the PS Act, which includes to:

  • promote the APS Values and Code of Conduct
  • facilitate continuous improvement in people management throughout the APS.

Activities undertaken by the Commission which support Output 3 include:

  • providing advice to Government
  • promoting better practice governance, people management, client service, workplace diversity and other management improvement
  • promoting the APS Values and Code of Conduct
  • promoting Indigenous employment in the APS
  • undertaking research, analysis and evaluation of specific organisational performance issues.

A detailed description of activities undertaken within each component is set out below along with tables indicating performance against indicators published in the Commission’s Agency Budget Statement.

Significant achievements for the Commission in 2003—04 were:

  • the release of two key publications to assist agencies fully integrate the APS Values and Code of Conduct into agency systems and procedures, with forums in all States and Territories
  • the launch of a pilot program for Indigenous employees involving a mix of accredited, formal training and work experience, with the aim of enhancing their skills, capability and competitiveness
  • in excess of 50 presentations and workshops across Australia to introduce over 1300 HR staff and line managers to Get it Right– a recruitment kit for managers
  • conducting the inaugural People Management Forum.

Overall, the Commission met or exceeded the management of the main targets for activities under this output. While the statistics suggest an apparent failure to complete any research projects under Output 3.3, this is mainly due to problems in attribution of activities and funds. The Commission did undertake research into Indigenous employment and expects a report to be released early in the new financial year, and we also undertook research in relation to workplace bullying and harassment, performance management, workforce planning, ethics and values training and development, whistleblowing and disclosure of information and making public comment. While progress was made on the Indigenous Employment Strategy, this was slower than planned, in part due to staff moves and also because of the time required to establish trials involving partnerships between agencies.

The total price for Output 3 for 2003—04 was $3.950m.
