Output Component 3.3.1: Undertake research and analysis on specific issues
During 20032004 it was estimated that 18 research projects would be completed on a variety of issues surrounding better practice governance, people management, client service and workplace diversity.
With hindsight this was unrealistic and did not take into account that most of the research under this output would be in support of specific projects reported elsewhere. For example, while the Commission did not complete any formal research projects in this component, a number of research projects commenced including, as reported below, the prevention of Bullying and Harassment in the Workplace and Indigenous Employment in the APS. The
Commission also undertook significant research in connection with its work on performance management, workforce planning, ethics and values, recruitment, harassment and bullying, whistleblowing and disclosure of information and making public comment.
Preventing Bullying and Harassment in the Workplace
The purpose of this project is to prepare a guide to assist APS agencies and managers develop and promote a workplace free from bullying and harassment. The guide will include the nature of bullying and harassment, the responsibilities of agencies, managers and employees and the potential effect on agencies and employees, as well as good practice. An exposure draft of RESPECT: A good practice guide to promoting a culture free from bullying and harassment in the APS was released on 28 May 2004. The final publication is to be released in the second half of 2004.
Research report on Indigenous employment in the APS
This report will be a resource for agencies and HR practitioners containing relevant data and information about Indigenous employment in the APS. It examines issues in the context of wider public service workforce planning and provides information designed to augment the current initiatives of individual agencies. It is expected to be released in the second half of 2004.
Price for Output 3
The total price for Output 3 was $3.950m.
This is higher than the estimated price of $3.390m published in the Additional Estimates in February 2004 (which included new funds for the Indigenous Employment Strategy).
