Output 4: Evaluation
Output 4 is drawn from the Commissioners Statutory role, listed in sections 40 and 44 of the PS Act, in particular, his role to:
- report annually on the state of the Australian Public Service
- evaluate the extent to which agencies incorporate and uphold APS values
- evaluate the adequacy of systems and procedures in agencies for ensuring compliance with the Code of Conduct
- review and evaluate APS employment policies and practices.
Activities undertaken by the Commission that support Output 4 include:
- publication of the State of the Service series of reports
- a detailed examination of how six APS agencies are addressing alleged breaches of Code of Conduct
- maintenance of the APS Employment Database (APSED) and published advice on specific employment issues for use by agencies
- development of an Internet accessible data reporting tool for APS employment data.
Significant achievements for the Commission in 200304 were:
- introduction of an annual employee survey to strengthen the evidence base in the State of the Service Report, and publication of State of the Service Employee Survey Results 200203
- development of the APSED Internet Interface (APSEDII)
- improvements in regularity and integrity of agency data provided to APSED
- publication of Implementing Organisational Renewal: Mature Aged Workers in the APS, to assist agencies to adapt their human resource management strategies to retain and attract mature-aged employees
- the 200203 evaluation into the way the APS values are being upheld in six agencies was also used to underpin the good practice guide on Embedding the APS Values and associated publications and activities (see Output 3).
In relation to Output 4.2.3, the Commission did not complete the three research projects estimated in the Portfolio Budget Statement. One project was completed and resulted in a publication (Implementing Organisational Renewal: Mature Aged Workers in the APS) and substantial progress was made in relation to the Trends in Engagement research paper (now expected to be completed by December 2004). The Commission decided not to proceed with the third project, on APS mobility, because analysis undertaken for the State of the Service Report showed that there were no major concerns requiring more detailed examination.
The total price for Output 4 for 200304 was $2.488m.
