Output 4.1: Service delivery

The Commission maintains the APS employment database (APSED) as a basis for analysing trends and publishing key workforce statistics. APSED is critical to the State of the Service Report and is also used for Management Advisory Committee studies. By providing agencies with workforce information the Commission is also able to assist agencies with workforce planning. Agencies and individuals are able to request cross-tabulations of unpublished data from APSED. Recent requests have included:

  • a comparison of time employed at level by classification for an agency and the APS
  • Indigenous employment by classification, gender and employment status
  • promotions and transfers between agencies by classification.

In the future, some of these requests will be able to be satisfied by users accessing the APSED Internet Interface.

Output 4.1.1: Provide employment from APS Employment Database to agencies

In response to increasing interest from agencies for using APSED data for workforce planning, the Commission is developing an interface that allows agencies and other users to access aggregated data directly through the Internet. Significant delays were experienced in receiving the server from the Commission’s outsourced IT provider, IPEX. However, the trial version of APSED Internet Interface (APSEDII) was fully functional by the end of June 2004 and was available on-line in July. The trial version of APSEDII is providing user-friendly Internet-based access to APSED data. The interface facilitates workforce planning and benchmarking by allowing agencies to produce data similar to that published in the APS Statistical Bulletin on an agency-specific and APS-wide level.

The interface produces charts and tables, and also allows users to download the queried results and manipulate the data further in other applications. The interface, accessed through the Commission website, is presented in a user-friendly point and click style with instructions and help available on the website.

APSEDII will be trialled by agencies in the first quarter of 2004—05, before being formally released.
