Advice No. 1997/2 : Public Service Bill 1997 and Public Employment (Consequential and Transitional) Amendment Bill 1997 introduced into Parliament

The Minister for Industrial Relations and Minister Assisting the Prime Minister for the Public Service, the Hon. Peter Reith MP introduced the Public Service Bill 1997 into the House of Representatives yesterday. A copy of the Minister's Press Release is attached.

2. To access a copy of the Public Service Bill 1997, Explanatory Memorandum and Second Reading Speech; the Public Employment (Consequential and Transitional) Amendment Bill 1997, Explanatory Memorandum and Second Reading Speech, visit the Public Service and Merit Protection Commission's Internet Home Page at http://www.apsc.gov.au.

3. Agencies should alert staff of the Bill's availability on the Internet and distribute the Press Release and this Advice widely within their agency through shared information arrangements such as local bulletin boards or Email.

4. The PSMPC and the Department of Industrial Relations will jointly conduct a series of information seminars on the Public Service Bill in capital cities and Townsville during July. The PSMPC will discuss aspects of the Bill and DIR will provide advice on the interaction between the WR Act and the Bill. The Public Service Commissioner, Dr Peter Shergold will also be addressing a lunch-time seminar in Canberra on 8 July 1997. Copies of the respective flyers with seminar dates are attached.

5. Dr Shergold will be writing to Agency Heads next week regarding the setting up of a number of working parties to discuss the drafting of subordinate legislation and guidelines (i.e. Commissioner's Directions, Public Service Regulations and Guidelines) associated with the implementation of the new Act.

6. The PSMPC has established a telephone Hotline for APS staff who may be interested in the Bill. The Hotline is not designed, however, to debate particular policy issues contained in the Bill nor can it provide answers to every minute detail on the operation of particular provisions as some of these issues are still to be resolved with unions and will also depend on usual parliamentary processes.
