The Capability Development Panel and eLearning Support Services and Solutions Panel
About the panels
The Capability Development Panel and the eLearning Support Services and Solutions Panel were developed to streamline procurement processes for public sector agencies. The Panels were selected through a rigorous open tender process and deliver high quality leadership, learning, development and eLearning solutions. The broad range of products and services on offer via the Panels can be customised to meet your agency specific needs. The Panels consist of over 240 service providers, 22 of which are specialist eLearning firms.
In addition to our existing expertise such as in-agency training, coaching, SES leadership and development services that are still available, the Commission has expanded the Capability Development Panel to include strategic HR and recruitment services, business consulting services, University alliances and a stronger focus on the delivery of international leadership, learning and development services.
The Key Areas of Expertise (KAEs) include, but are not limited to:
- Strategic HR and recruitment services;
- Business consulting
- In-agency and residential programs;
- Coaching services to all levels of the APS;
- eLearning

- No need to run costly, time consuming tender processes for leadership, learning and development solutions;
- All procurement through the Panel satisfies the Commonwealth Procurement Guidelines, including procurements below and above the $80,000 threshold;
- Confidence that your chosen provider has been rigorously assessed in their KAE’s;
- Allows customised agency specific products and services to deliver improved capability;
- Capped provider fees at highly competitive rates;
- Customer service excellence from a professional Commission team who will:
- Help you identify your requirements;
- Provide you with proposals from selected Panel members;
- Assist you with contractual negotiations with your chosen provider;
- Coordinate program manuals and materials if required; and
- Ensure quality assurance of Panel members through ongoing evaluation.
How to access the panels
For agencies that have access to the panels, it is as easy as completing a client instruction and emailing it to our panel services team. . If your agency does not yet have access to the panels, please contact us to obtain a Membership Information Pack and Memorandum of Understanding.

Panel services
The team
The Panel Services Team coordinates leadership, learning and development activities for public sector agencies through the Commission’s Panel of providers, forming an integral part of a three-way relationship.

In the last financial year, Panel Services coordinated approximately 1200 pieces of work for 60 agencies. Some of this work included coordinating 6 or 12 month calendars for in-house agency training, coaching services, facilitation, HR consultancy, SES development and eLearning.

The process
The Panel Services team follow a process to assist your agency in meeting its leadership, learning and development outcomes by:
- Assisting you to define your agency’s requirements
- Ensuring you have all the required documentation to make use of the Panel
- Sourcing providers in Key Areas of Expertise (KAEs)
- Quality checking proposals to ensure specified personnel and fees match the deed
- Providing you with proposals from various suppliers
- Assisting with contract negotiations with your chosen provider
- Coordinating course manuals
- Providing you with evaluation documents for continuous improvement
- Providing periodic reports so you can plan your agency’s leadership, learning and development future
