Information for agency recruitment staff

The Australian Public Service Commission has centralised the administration of promotion reviews in their Sydney office. 

Promotion Review Committees are convened in area offices of the Commission and Promotion Review Committee hearings (interviews) will occur depending on the location of the job vacancy.

The information below refers to the parties to the review.  This means review applicants and persons whose promotions have received review applications.

What

Advice about promotion review application

You should check the Australian Public Service Commission’s (the Commission) website to see if a promotion review application has been received for your agency.

Notification of promotion review applications is published weekly on Fridays by 2:00pm (AEST).

If a promotion review application is received, the Review Team of the Commission will telephone you:

  • advising that a promotion review application has been received and
  • asking for contact details for review applicants and promotees.

Request for papers

Commission staff will write to you requesting:

  • information from your recruitment file relating to the candidates who are parties to the promotion review to assist the Promotion Review Committee in its decision making
  • the name of an agency nominee to sit on the Promotion Review Committee.

Note: The Commission has prepared a checklist to assist you in compiling the information. 

Convening the Committee

You will need to provide the Commission with the name of an agency nominee to sit on the Promotion Review Committee.  This person would normally be a manager from the business area where the job vacancy occurs.

Providing information to review applicants and promotees

You will need to advise the candidates who are parties to the promotion review of how they can access and read the relevant parts of the agency’s recruitment file.

The Commission will advise you which papers each person is entitled to have access to.

Note: You are asked to make this information available to the parties no later than 7 days prior to the Promotion Review Committee hearing date.

Hearing

Promotion Review Committees are not required to give the parties an opportunity to present their claims in person (ie to give the person a hearing) although they usually do so.

The Commission will advise you of the Promotion Review Committee hearing date and will provide you with the schedule.

Decision

The agency nominee on the Promotion Review Committee will usually advise you of the Committee’s decision on the day the Committee makes it.

The Commission will confirm this advice in writing.

It is the agency’s responsibility to advise parties to the promotion review of the decision of the Promotion Review Committee.

Please note: Agencies are required by the Public Service Regulations to implement the decisions of a Promotion Review Committee.

Promotion Review Committees are not required to prepare a report or give reasons for their decisions to promote particular candidates.

Promotion decisions made by a Promotion Review Committee come into effect four weeks after the agency is notified of the decision or another date as agreed between the relevant agency heads and the person promoted (Public Service Regulation 3.8(6)).

Feedback

The agency nominee on the Promotion Review Committee provides verbal feedback to persons who request it.

Publishing the promotion in the APS Employment Gazette

If a promotion is overturned by the Promotion Review Committee, you will need to publish the new promotion in the APS Employment Gazette (www.apsjobs.gov.au).

The notification in the Gazette should include the advice that the decision was made by a Promotion Review Committee.
