Information for review applicants and promotees
On this page you will find information for APS employees who wish to apply for a promotion review and for APS employees who have been promoted and whose promotion has received a review application.
A person who has been promoted and whose promotion may receive a review application can lodge what is called a protective review application against other persons who have been promoted in the same selection exercise. This means that if a Promotion Review Committee (PRC) decides that a review applicant has a stronger claim to promotion than the promotee, the PRC will consider that promotee’s claims against other persons who were promoted in the same exercise.
The information below refers to the parties to the review. This means review applicants and persons whose promotions have received review applications.

How to apply for review

Check the APS Employment Gazette (www.APSjobs.gov.au) after completion of the selection exercise for details of any promotions. The Gazette is published weekly. You can ask the recruitment area in the agency when the outcome of the selection exercise is going to be published in the Gazette. |

Complete the promotion review application form. |

Submit the form online or post or fax it to the Review Team, Australian Public Service Commission (the Commission), Sydney. The address and contact details are on the form. Note: You are not required to use the application form and can provide the same details in another format by post, fax or email to the APSC. You must check the APS Employment Gazette in which the promotion was published for the closing date for making the promotion review application. It is usually 5pm of the 14th day following the publication of the promotion in the Gazette. You must submit the application to the Review Team in Sydney by the date and time specified in the Gazette. If you fail to do so your application will be considered to be out of time. |

What other information do I need to provide?
You will be asked to provide a statement in support of your application for review. The information sheet provides advice about the sort of information to include in your statement and the timeframes for submitting the statement. You will also be asked to provide a personal details form.
What information am I entitled to see about other parties to the review?
You are entitled to see the statements of the people whose promotion you are seeking to have reviewed and/or the statements of people who have applied for a review of your promotion.
These statements can be viewed online. You will receive an email from the Commission giving an internet link and password for you to access the statements. You are not able to print the statements and will need to read them online. If you have difficulties reading documents online you should contact review@apsc.gov.au to discuss alternative arrangements for accessing the statements.
Providing additional information
After you have viewed the statements of the other party(ies) to the review, you may wish to provide additional comment or information to the PRC. You should advise Commission staff of your intention to do so by emailing review@apsc.gov.au. They will advise you of the time you have available to do so. This will vary depending on when the PRC will convene to conduct the review. Generally you will have up to 2 days before the PRC convenes to submit further information.
Will I have an interview?
The PRC determines what process it will use to assess the claims of the parties to the review. The PRC may consider that they have sufficient information from the agency about its original decision and from the statements of the parties to the review, to make a decision based on the written evidence before them. PRCs are not required to give you a hearing, to enable you to present your claims in person, for example through an interview. PRCs usually interview some or all of the parties to the review but in some cases they may not.
Do I need to provide referees?
The PRC may wish to contact referees and will advise you if they wish to do so. In the event that the referee says anything “adverse” in relation to your claims to the job, eg says that you do not have the relevant skills, you will be provided with the opportunity to make a comment on the referee’s statement before the PRC makes its decision.
Who will tell me the outcome of the review process?
If you have an interview, the agency nominee on the PRC will contact you to advise you as soon as possible after interviews are completed to advise you of the outcome. You will also receive written advice from the agency in which the job vacancy occurs. PRCs are not required to give reasons for their decision so you will not receive a written assessment from the PRC.
