Accredited programmes: Qualifications and Skills recognition
The Australian Public Service Commission Registered Training Organisation
The Australian Public Service Commission is a Registered Training Organisation (RTO) and can award APS employees nationally-recognised qualifications and statements of attainment. Qualifications can be undertaken through participation in learning programmes and completion of workplace projects and assignments or can be achieved wholly or in part through skills recognition.
To meet the broader needs of the APS the Commission can work closely with agencies to tailor specific government qualifications. In addition, the Commission offers several qualifications in partnership with specialist agencies and through other RTO providers.
The Commission currently offers the following qualifications on its public calendar for APS employees:
- Diploma of Government (PSP50104)
- Certificate IV in Government (Injury Rehabilitation Management) (PSP40904) – delivered in partnership with Comcare
- Certificate IV in Project Management (BSB41507) – awarded by the Canberra Institute of Technology
- Certificate IV in Training and Assessment (TAE40110). Please register your interest at apscregistration@apsc.gov.au
- Certificate IV in Government (PSP40104)
Skills recognition
The skills recognition process enables APS employees to achieve a nationally-recognised statement of attainment or qualification through formal recognition of their prior learning and existing workplace skills and knowledge, without having to undertake additional training. Candidates will need to assemble a portfolio of evidence consisting of samples of their work and reports from supervisors and/or third parties. Follow-up assessment may sometimes be required and this involves meeting with a Commission assessor to demonstrate practical skills, answer further questions or provide additional evidence.
The Commission has developed a suite of skills recognition tools to help you assemble a portfolio of evidence that demonstrates necessary skills and knowledge. These tools can support you in demonstrating competencies that contribute to the following qualifications:
- PSP40104 - Certificate IV in Government (skills recognition)
- PSP50104 - Diploma of Government (skills recognition)
The Commission schedules regular information sessions for APS staff who are interested in applying for skills recognition, and supervisors may also like to attend these sessions. Information session registration forms are available on the skills recognition flyers

ACT Accreditation and Registration Council
The ACT Accreditation and Registration Council (ARC) is responsible for the process of recognising training organisations that have the capacity to deliver, assess and issue qualifications for nationally recognised training. It also quality assures the Vocational Education and Training system in the ACT and nationally.
