You may be aware that on 8 May 2010 the then Prime Minister announced that the Government has accepted all 28 recommendations in the Report, Ahead of the Game: Blueprint for Reform of Australian Government Administration (‘the Blueprint’).
The Commission has received additional funding in the Budget process to lead 14 of the recommendations to implement a package of reforms and progress initiatives identified in the Blueprint, including to help us better plan for and manage the capability of the APS workforce. The Commission will also have a reporting role to government on the overall implementation of the reform strategy across the APS.
The Commission’s strategic direction and activities are being realigned. Progressively from 1 July 2010 we will implement a new organisational structure and a new approach to how we engage with our clients. We plan to liaise with colleagues in agencies about the most productive approach to progress the various components of the reform agenda.
In the interim, details in respect of elements already being rolled out are attached.

Ahead of the Game Blueprint
As part of the Blueprint for reform the Commission will be taking on several strategic projects.
Consultation process on revised APS Values
As part of the Blueprint for reform of the Australian Public Service (APS), the Government has committed to revising and improving the APS Values. The Australian Public Service Commission has been asked to consult widely to develop a smaller, tighter set of values that are meaningful, memorable and effective in driving change.
A Whole-of-Government ICT career structure and strategic workforce plan
On the 29th of April, in response to the 2008 Review of the Australian Government’s use of ICT (conducted by Sir Peter Gershon), the Australian Public Service Commission in partnership with the Department of Finance and Deregulation (through the Australian Government Information Management Office) released the whole-of-government ICT career structure and strategic workforce plan.
Latest Indigenous Census
A census of Indigenous APS employees was conducted in October/November 2009, and a report will be available on the Commission’s website early in July 2010.
New to the APS leadership group
Around 54% of all new SES now come from ‘outside the APS’ (while the data on the background of external engagements to the SES is incomplete, it appears a sizeable proportion – 51.8% in 2008–09 – had had some prior experience in the APS). The article is a reflective piece from a member of the leadership group who is ‘new to the APS’.
