Independent Panel to oversee Australian Public Service Hierarchy and Classification Review

The Australian Public Service Commissioner, Mr Peter Woolcott AO, today announced the engagement of an independent panel to lead the first review into Australian Public Service (APS) hierarchy since 2012, in line with the Independent Review of the APS and key actions addressed in the APS Workforce Strategy.

The APS Hierarchy and Classification review forms part of the Australian Government’s APS reform agenda, Delivering for Australians, and will consider Senior Executive Service (SES) and non-SES classification levels against leading evidence on optimal management structures and emerging workforce needs.

“This review will look at opportunities to adopt best-practice ways of working to reduce hierarchy, improve decision-making and bring the right APS expertise and resources to an issue.” Mr Woolcott said.

“Reflecting the importance of this process, I am pleased to appoint a senior and independent leadership team to provide direction and guidance. We are fortunate to have such an experienced panel providing their expertise.”

The panel is comprised of Dr Heather Smith PSM, Ms Kathryn Fagg AO FTSE and Mr Finn Pratt AO PSM.

Dr Smith will chair the review, bringing nearly 20 years’ experience in the APS, most recently as Secretary of the Department of Industry, Innovation and Science and at senior levels covering economic, foreign affairs, national security and intelligence matters.

Ms Fagg is an experienced chair and board member. She has worked in senior executive roles across a range of industries in Australia and Asia, including resources, manufacturing, logistics, as well as banking and professional services.

Mr Pratt has more than 30 years’ experience in the public service. During this time, Mr Pratt led significant reforms in a number of Secretary and CEO roles, most recently as Secretary of the Department of the Environment and Energy.

The APS Hierarchy and Classification review will commence in March 2021, with consultation occurring throughout the review’s duration. The Panel has been asked to report to the APS Commissioner in the second half of 2021.
