The National Framework for Public Sector Surge Mobility supports the fast and efficient movement of employees between public sector jurisdictions where there is an identified need. First established in July 2020 to support COVID-19 pandemic responses, an updated National Framework was endorsed by Commonwealth, State and Territory Commissioners in April 2021.
The National Framework offers:
guidance on defining, drafting and implementing surge requests
clarity on the responsibilities of home and host agencies for key aspects of staff movement (e.g. remuneration, security clearances, and workplace health and safety)
advice on staff management, and outcome-driven processes to facilitate cross-jurisdictional surge requests.
Background
The National Framework for Public Sector Surge Mobility was first agreed in July 2020 to assist surges during the COVID-19 pandemic. Led by Public Service Commissioners, all jurisdictions nominated members for a working group to collaboratively draft the National Framework. The National Framework complements the APS Mobility Framework and State and Territory mobility frameworks and policies by providing support for interjurisdictional temporary moves.
A review of the National Framework in the first quarter of 2021 led to Public Service Commissioners agreeing to broaden the National Framework’s purpose beyond the COVID-19 response to other surge requests.
