The Procurement and Contract Management Profession (PCM) is open to all Australian Public Service officials who have an interest in developing and enhancing their procurement and contract management skills.
In joining, you will:
- receive updates from senior leaders on the latest policy developments and news in the discipline
- be kept informed on the latest learning and development opportunities to grow your career
- have greater access to networking with colleagues across the APS
- hear from buying, sourcing and business development experts across public and private sectors.
We welcome all procurement and contract management officers, from beginners procuring on an ad hoc basis to specialists seeking to broaden their continuous professional development opportunities.
Procurement and Contract Management Profession
The PCM Profession seeks to build an enduring professional workforce for the APS by establishing professional networks and communities, supporting specialist career development, and collaborating with Australian and international organisations to share knowledge and best practice.
It supports the growth of procurement and contract management capability across the APS through:
- Attracting new and existing practitioners into the APS.
- Creating and supporting new capability development opportunities.
- Retaining specialist practitioners in the APS through fulfilling careers that recognises their critical skills and knowledge.
- Deploying senior specialist expertise across the APS to where they are needed most.
The co-Heads of the Professions are Richard Windeyer, Deputy Secretary at the Department of Finance and Julia Pickworth, Deputy Secretary at the Department of Industry, Science and Resources.
Richard and Julia jointly champion procurement and contract management capability development in the APS, driving strong partnerships across the Commonwealth to enable and accelerate the professionalisation of the workforce.
The APS Professions are overseen by Australian Public Service Commissioner, Dr Gordon de Brouwer.
Access a network of procurement and contract management professionals
The Commonwealth Procurement and Contract Management Community of Practice (CoP) was established to bring together government officials to collaborate, share best practice and raise related issues. Here in the CoP, you can seek guidance, hear from industry and government experts, and receive updates on procurement policy, systems and tools.
To access the CoP, you must be an Australian Government official with a GovTEAMS account. If you have GovTEAMS, search for the community using the phrase ‘Procurement and Contract Management CoP’.

Procurement training for APS employees starting or continuing their journey
The Department of Finance in partnership with the APS Academy, are delivering courses in procurement and contract management. These courses can be found on the APS Academy website under Program: Commonwealth Procurement and Contract Management Training Suite. You must be signed in to APSLearn to access these training opportunities.
Alternatively, the Department of Finance can deliver training to entities as a single cohort. Minimum numbers are required. Please contact procurement.training@finance.gov.au for further information.
