In a historic occasion for the Australian Public Service, the first ever APS Learning Board came together for their initial meeting this week, an important step on the journey towards the future of APS learning and development.
The Learning Board is responsible for establishing a more productive learning culture, and governing Learning and Development (L&D) initiatives across the APS enterprise. The Board will coordinate priorities, roles and create efficiencies.
Last month Australian Public Service Commissioner, Mr Peter Woolcott AO announced the establishment of the board alongside the release of Highly Capable, Future-Ready: APS Learning and Development Strategy and Action Plan, and the APS Academy.
Produced in response to the Government’s APS reform agenda, the L&D Strategy and Action Plan will implement changes over the next five years, mapping out an uplift in L&D culture, technology, capability, and governance processes. This will ensure the APS share limited L&D resources, deliver the most contemporary and impactful solutions, and support high performance.
The Learning Board will meet quarterly to lead these changes through a well- governed, targeted and collaborative one-APS approach to L&D.
“In our ever-changing operating environment, the APS workforce needs to continuously adapt, develop, and operate as one-APS in order to deliver for all Australians,” Mr Woolcott said.
“The APS Learning and Development Strategy lays the foundation, on which the Academy sits, for a highly capable and future-ready APS. The Action Plan itself, sets out the practical steps for the uplift in APS learning and development, centred around culture, technology, capability, and the governance processes required to support it.”

- Tom Gilmartin – Chief Operating Officer, Department of Prime Minister and Cabinet
- Justine Greig – Deputy Secretary Defence People, Department of Defence
- Cheryl Anne Moy – Deputy Secretary, Department of Home Affairs
- Annette Musolino – Chief Operating Officer, Services Australia
- Athalie Williams – Chief People Officer, BHP
- Maree Howard – Head of Global Learning, Lendlease
- Dr Subho Banerjee - Deputy Chief Executive Officer (Research and Advisory), ANZSOG
- Peter Woolcott – Chair, Australian Public Service Commissioner.
