A new approach to learning and development
Last year, the Australian Public Service Commission released the Highly Capable, Future-Ready: APS Learning and Development Strategy and Action Plan (the L&D Strategy) in order to transform the way the APS develops workforce capability. The L&D Strategy includes the APS Continuous Learning Model, which describes the broad range of methods the APS should consider when building workforce capability.
The APS Learning Quality Framework and Design Standards
In early May 2022, the APS Commissioner released the APS Learning Quality Framework and Design Standards to further assist APS agencies to implement the APS Continuous Learning Model. The Learning Quality Framework is a principle-based model, which provides clear guidelines and actions to identify, develop and deliver high quality, effective and innovative learning experiences.

Learning Quality Framework in action: IP Australia
The APS Academy worked with L&D and business teams across the APS to develop and test the Framework. At IP Australia, the Guided Conflict of Interest Declaration Form, was assessed against the Framework in a pilot. We found that all four standards were met because it was:
- Informed by data (Purposeful)
- Available at the point of motivation or need (User-centric)
- Employs technology appropriate for achieving the outcome (Adaptable)
- Leverages opportunities for learning in the flow of work (Impactful)

APS Academy
Recognising quality learning across the APS
In the coming weeks, the APS Academy will use the Framework in a project with APS departments to identify high quality, impactful learning solutions suitable for APS-wide use. The APS workforce aims to benefit from the project by having access to a broader range of quality learning experiences available beyond the bounds of their own agency.
