We want to thank all APS staff who participated in the Australian Public Service (APS) bargaining staff survey this month. Over 49,000 APS staff had their say on APS bargaining. This represents nearly 30% of the APS.
We surveyed APS staff on:
- what employment conditions mattered most to them
- what common core terms and conditions should be standard across the APS.

What you told us
The top three conditions that mattered most to you were:
- pay and pay scales (19%)
- workplace flexibility (17%)
- leave entitlements (13%).

- workplace flexibility (14%).

How we will use these results
The Workforce Relations Bargaining Taskforce (the Taskforce) aims to address the significant fragmentation in common core terms and conditions across the APS.
The survey was the first step in the Taskforce understanding what matters most to APS Staff and how we prioritise these terms and conditions in the first round of APS bargaining.
We will still consider other priorities as part of the APS bargaining process.
Consultation
This survey was an important step in the Taskforce’s consultation activities. The Taskforce has engaged in consultation activities since 6 October 2022. These were with:
- unions
- APS agencies
- APS staff
- leadership committees and groups across the APS.

The Taskforce values and prioritses APS agency and staff consultation in designing a fair, transparent and consultative APS-wide bargaining process.
The Taskforce remains on track to commence formal APS-wide bargaining negotiations before the end of March 2023. We will work closely with agencies to keep APS staff updated.
