The Multicultural Organisation – Staff Awareness, Innovation and Capability (MOSAIC) magazine is a digital learning resource designed to grow multicultural awareness supporting cultural safety and inclusion within the APS. Supporting the objectives of the APS Culturally and Linguistically Diverse (CALD) Employment Strategy and Action Plan, it provides practical guidance, resources, and personal stories of CALD employees.
Funded under Round 1 of the Capability Reinvestment Fund, the MOSAIC magazine is a cross-agency project led by the Australian Public Service Commission (APSC) in collaboration with the Department of the Prime Minister and Cabinet (PM&C), the Department of Home Affairs, and the Department of Finance. Throughout the design process the project team consulted with an expert advisory panel consisting of academia, diversity, equity and inclusion specialists and practitioners in addition to HR practitioners, CALD, and non-CALD employees.
Subho Banerjee, Deputy Commissioner, Head of APS Academy and Capability, APSC, said building more diverse teams is a key priority for the public service.
“All of us need to be more self-reflective and self-aware. Having a tool like MOSAIC, that allows us to work through that in a structured way and provides resources and insights from across the APS, is incredibly important.”
The magazine will be released in two parts:
- Part 1 of the magazine (available now) enhances the multicultural awareness of all APS employees, so everyone can contribute to creating a safe and inclusive workplace.
- Part 2 of the magazine (coming soon) supports APS 6 to Senior Executive Service (SES) leaders to champion cultural diversity and inclusion in their teams and organisations. It helps them lead culturally safe workplaces to prevent racial discrimination.
Built on the following 3 pillars, the magazine:
- Is based on academic research and best practice.
- Weaves in personal stories and lived experiences of CALD employees.
- Provides practical guidance, toolkits, and resources.
The MOSAIC magazine is freely available to APS employees through APS Learn and on the APS People – Cultural Capability page.

The release of MOSAIC, as well as the recently released APS CALD Employment Strategy and Action Plan, is further supported with the recent announcement from the Secretaries Board of a new CALD Diversity Champion, Jim Betts. Jim, Secretary of the Department of Infrastructure, Transport, Regional Development, Communications and the Arts, will take on the role, and joins two other new whole-of-APS Diversity Champion appointees:
- Disability Champion: Ray Griggs, Secretary of the Department of Social Services
- Indigenous Champion: Katherine Jones, Secretary of the Attorney-General’s Department
These roles are critical to provide an enterprise view of diversity across the service and provide strategic direction to the various Champions Networks.
