Integrity Networks
A range of networks and communities of practice operate across the Australian Public Service, bringing together integrity leaders, HR practitioners and other integrity and ethics officers, to foster the depth and breadth of integrity expertise within APS agencies, and to maintain broad, mutually supportive networks across the Service.
Ethics Contact Officer Network (ECOnet)
A network of ethics and integrity officers in APS agencies.
ECOnet is convened by the APSC and meets quarterly.
The purpose of ECOnet is to:
- provide a forum for discussion of contemporary ethics and integrity issues
- share knowledge, experience, and best practice among agencies
- uplift and maintain capability for ethical decision-making and advice provision across the APS
- promote integrity maturity assessment in agencies and profile existing resources and solutions
- advise and support implementation of the APSC’s guidance and broader pro-integrity culture agenda.
All agencies are strongly encouraged to appoint at least one Ethics Contact Officer at the APS 6 – EL 2 level, and be represented on the network. There is no limit to the number of representatives per agency on the network.

Code of Conduct Cross-Agency Forum (CCAF)
A community of agency EL2 Conduct/Employee Relations practitioners.
CCAF is co-convened by the APSC and the Department of Defence and meets monthly.
The purpose of CCAF is to:
- provide a forum for discussion of contemporary Code of Conduct and employee disciplinary issues
- build operational capability and expertise in applying the Code of Conduct and APS Values
- share knowledge, experience, resources and best practice among agencies
- identify emerging conduct management themes for escalation within agencies or to the Chief Operating Officers’ Committee for further decision-making.
All APS agencies are strongly encouraged to be represented on the network. Agencies may nominate up to two members each.
CCAF members must be nominated by their Agency Head, Chief Operating Officer or Chief People Officer whichever is most appropriate. Members should:
- be at the EL2 classification, or lead the Conduct, Employee Relations or HR function in their agency
- have operational knowledge and expertise in the APS Code of Conduct under the Public Service Act 1999
Memberships are currently provided to equivalent practitioners in:
- Commonwealth Intelligence Service agencies
- ACT Government

Integrity Agencies Group (IAG)
A leadership forum for coordination, enhancement and promotion of institutional integrity across the Commonwealth.
IAG works to ensure that integrity is at the centre of the work of the public sector, and that the APS approach to integrity is integrated, capable, agile and transparent.
The IAG meets twice a year, or more frequently if required, and membership is at the agency head level.

APS Review of Actions and Misconduct Practitioners Community of Practice
The Reviews and Misconduct Community of Practice is convened by the Merit Protection Commission and meets quarterly.
Membership is open to relevant practitioners at the APS 5 – SES Band 3 level.
The purpose of the Reviews and Misconduct Community of Practice is to foster inter-agency networking, sharing of ideas and experiences, and a space to present specialist information and knowledge.
The sessions feature expert guest speakers covering a range of topics relevant to best practice in reviews and misconduct investigations.

APS Integrity Community of Practice Committee
The APS Integrity Community of Practice Committee is convened by the Department of Infrastructure, Transport, Regional Development, Communication and the Arts, and meets quarterly.
Membership currently consists of Integrity Champions or equivalent senior leaders from selected Commonwealth agencies. As the CoP becomes more established membership may be broadened.
The Integrity CoP was established to bring together representatives from across Commonwealth Government agencies to:
- Create a space where agencies can share best practice and innovations for influencing a positive integrity culture
- Establish and maintain relationships with integrity champions across Commonwealth departments and agencies to share lessons learned
- Discuss key and emerging integrity matters to ensure best practice approach consistent with a pro integrity culture
The Integrity CoP welcomes a variety of integrity perspectives from speakers both internal and external to the APS.
