APS HR Workforce Strategy
The APS HR Workforce Strategy and Action Plan and the Pathways to Professionalisation Framework were officially launched on Wednesday, 4 August 2021 by Jacqui Curtis, Chief Operating Officer of the Australian Taxation Office in her role as the HR Head of Profession.
APS HR Workforce Strategy and Action Plan
HR: The People Profession (the strategy) is an APS HR Workforce Strategy and Action Plan that aims to build on the momentum of the APS HR Professional Stream Strategy and guide the next phase of HR professionalisation. It recognises that the future of the APS relies on the capability, agility and expertise of its people and HR will play a key role in delivering that vision.
The strategy supports this through its focus on the following three pillars:
- growing individual capability
- delivering consistent, high-quality services
- maturing the HR profession.
Each pillar has associated outcomes, activities and actions, which have been summarised in an action plan for individuals, leaders and agencies to incorporate into their own plans for realising the strategy. Everyone has a role to play in contributing to the implementation of the strategy.
The strategy has been designed to be practical and useable for all members of the HR workforce, and implementable for all organisations across the APS. The strategy is designed to be flexible and recognises that some agencies will already have their own HR workforce strategies, while others will not. With this is mind, the strategy is a guiding document. It does not replace agency level strategies and instead should complement these.
Throughout the strategy, there are examples of how everyone can contribute to the success of the strategy, regardless of their role:
- as an HR practitioner
- as an HR manager
- as an agency leader
- across the APS.
Pathways to Professionalisation
The Pathways to Professionalisation Framework (the framework) is a capability framework for all HR professionals in the APS. The framework is one of the key implementation activities outlined in the APS HR Workforce Strategy and aligns to the first pillar, ‘Growing individual capability’.
The framework has been developed in collaboration with APS HR senior leaders, professionals and clients, and is designed to support HR professionals at any level to identify their current proficiency and next steps.
The framework introduces four broad HR personas (emerging, developing, advanced, and expert) to reflect the different tiers of HR across the APS and to recognise the varied levels of maturity and professionalisation within and across organisations. HR professionals are encouraged to see where they best fit and to use the framework to help their career pathway and capability development.
