Resources Toolkit for the Strategic Commissioning Framework
This is part of the APS Strategic Commissioning Framework.
This toolkit supports agencies to implement the APS Strategic Commissioning Framework. It brings together guidance and existing resources.
Use this toolkit alongside the framework as you:
- identify core work and decide how to deliver it in-house
- recruit and develop APS employees
- consider outsourcing core work in limited circumstances, ensuring benefits for the APS
- set and deliver on targets to bring core work in-house.
All agencies must move away from outsourcing work that is the core work of the APS or the agency, so we don’t create or perpetuate capability gaps.
It is important that agency finance, procurement and human resources areas work together to embed the framework. Embedding the framework into internal policies, systems and processes is key to ensuring agencies make and sustain the required changes. This can include updates to the agency’s workforce plan/s, changes to procurement policies and processes, updates to financial management information systems, and changes to recruitment and development policies and processes.
Whether you are scoping a new initiative or re-examining how you deliver existing work, clarity on the problem and intended outcomes is key. Anticipating the skills you need – and how long you need them – is important.
Agencies must move away from outsourcing core work. Some work is considered core APS-wide, while other work will be defined as core at an agency level.
