APS Strategic Commissioning Framework
The Strategic Commissioning Framework is part of the Government’s commitment to reduce inappropriate outsourcing and strengthen the capability of the APS. The framework’s focus is on reducing outsourcing of core work. As such, under the framework APS employees will increasingly deliver the core work of the APS as outsourcing is reduced.
A resources toolkit and process map has been developed to assist agencies implement the framework. This toolkit will be updated over time as additional resources become available.
In November 2024, the APSC released a public update on implementation of the framework. It includes information on core work and targets for the 2024-25 financial year.
Objective of the framework
All agencies must move away from outsourcing core work. Each agency needs to rebalance its workforce to prioritise direct employment, strengthen capability, and ensure the limited use of external expertise enhances the APS. The framework sets this policy direction for the APS.

Take time to scope your work and the capability required to deliver it. Build this approach into internal processes.
- Is this core work for the APS or your agency?
- Are the problem and intent clear?
- What skills and experience are required, to what depth, and for how long?
Use and grow APS capability
Core work must be delivered by APS employees. Agencies should use and strengthen APS capability.
Direct employment is the default. Expertise can also be leveraged from across the APS and Commonwealth in a range of ways.
Outsourcing arrangements must include mechanisms to build APS capability.
Outsourcing is limited
Use of contractors, labour hire and consultants is only appropriate in limited circumstances.
Define the work considered core for your agency and ensure it is not outsourced. Set targets to rebalance your workforce and report your progress.
Good contract and supplier management is key.
Principles
Each agency will apply this framework to rebalance its workforce. The framework is outcomes-focussed, principles based and whole-of-service. It allows each agency to deliver results in a way that works for its circumstances. Agencies need to adhere to the following principles
- Principle 1: Start with rigorous planning
- Principle 2: APS employment is the default
- Principle 3: Use APS networks first
- Principle 4: Use external support in limited circumstances
- Principle 5: Maximise the benefits and minimise the risk of any external arrangements
- Principle 6: Apply merit when converting roles
- Principle 7: Monitoring and accountability
