We’ve had a busy year at the Australian Public Service Commission (APSC) and have been working on some exciting projects in collaboration with teams from right across the APS. To ensure you’re kept in the loop with the whole of government initiatives, we thought it would be great to provide you a short update here in your newsletter.
Here’s what you need to know:
APS Hierarchy and Classification Review
The APS Hierarchy and Classification Review was released and provides advice to the APS Commissioner on ways the APS could streamline management and adopt best practice ways of working to reduce hierarchy, improve decision-making and bring together the right expertise and resources. You can read about how the APS is responding to the findings on the APSC website and provide your views on the next steps by 31 October 2022.
New APSJobs Merit list sharing
Merit list sharing is now available! If you’re involved with recruitment and have access to the APSJobs portal in your role, you can access the new Merit List sharing by visiting the ‘Knowledge’ area. You will find the new ‘User Guides’ and ‘Frequently Asked Questions’ to guide you on how it works.

Integrity metrics resource
In order to support agencies to strengthen their integrity culture, we’ve developed the Integrity Metrics Resource. Creating and maintaining a strong integrity culture is crucial to public confidence and trust in the APS. Whilst measuring integrity performance is not a mandated requirement, it is good practice.
The resource is designed to support agencies to understand their current integrity measurement capability and make informed decisions on where they should be focusing their efforts. Because ultimately, agencies that can effectively measure, monitor and report on their integrity performance will be better positioned to identify risks; action and remedy integrity issues; and embed integrity into all aspects of workplace culture and practice.
We’ve taken into account that not all APS agencies have the same level of maturity when it comes to measuring integrity performance, so we’ve ensured that this resource can be adaptable and used by everyone. If you have a responsibility for reporting on your agency’s HR performance – this resource is for you!
New Affirmative Measure Recruitment Hub
If you’re looking to recruit First Nations talent, check out the new Affirmative Measure Recruitment Hub on GovTeams. It’s been created by our Inclusion Group in partnership with specialist First Nations recruitment teams across the APS.
The community hub, located on GovTeams, aims to share guidance designed to supplement and complement agencies’ current recruitment processes, to help agencies recruit First Nations people in a culturally safe way. You will find:
- step-by-step guidance on recruitment processes that cover job design to advertising, assessment and interviewing, merit lists and on-boarding
- adaptable templates and resources
- the Aboriginal and Torres Strait Islander Employee Value Proposition: A Tool for Recruiters

APS Learning Quality Framework and Design Standards
We’ve just released the new APS Learning Quality Framework and Design Standards which support the Highly Capable, Future-Ready: APS Learning and Development Strategy and Action Plan.
We’ve been busy working with L&D teams from across the APS to develop and test this new Framework making sure it’s hitting the mark. It’s designed to support all of our agencies implement an APS Continuous Learning Model. If you are in L&D or are looking to develop some in-house training to uplift your workforce capability, make sure you’re across the framework.
